“The overcrowding of state prisons had to be addressed. Some of the changes made under realignment do not address the root causes that lead to the state’s overcrowding crisis. What they do is export the crisis to counties whose jails often can’t provide the services that realignment demands…When violent offenders and high risk sex offenders demonstrate they will not abide by the terms of their release, a return to state prison has to be an option for longer than a few months. Our bill does not require a blanket return of all parole violators, it simply restores the option.”
