This legislation would provide a state-funded, full manual recount option for any statewide office or ballot measure where the margin of victory is 0.015% or 1,000 votes, whichever is lower. AB 448 by Assemblymember Cheryl R. Brown (D-San Bernardino) passed the Appropriations Committee. AB 448 would modify the amount of property tax in lieu of vehicle license fees allocated to counties and cities to include changes in the assessed valuation within inhabited annexed areas. AB 801 by Assemblymember Richard Bloom (D-Santa Monica) passed the Appropriations Committee. The Success for Homeless Youth in Higher Education Act would institute an entrance priority for current or former homeless youth to the higher education system, similar to the existing priority for former foster youth. AB 1029 by Assemblymember Jim Frazier (D-Oakley) passed the Assembly Floor on a 76-0 vote. The bill would create a certification process to insure that public resources for veterans are dedicated to the most qualified California Veteran Service Providers. AB 1045 by Assemblymember Jacqui Irwin (D-Thousand Oaks) passed the Assembly Floor on a 59-1 vote. This legislation would require the California Environmental Protection Agency to develop and implement policies to aid in diverting organic waste from landfills.
