When Assembly member Michael Allen visited Napa State Hospital after psychiatric technician Donna Gross was strangled to death last October, he only saw buildings through the window of a van.
"That really didn't tell me anything," Allen said Wednesday. He returned to Sacramento to grapple with Napa State's security issues without having a first-hand feel for conditions there.
