Ting Launches Obamacare Enrollment Campaign at SF State University

San Francisco, CA – Assemblymember Philip Y. Ting (D-San Francisco) kicked off the first of a series of community events today designed to help San Franciscans obtain health insurance through the open enrollment period under Obamacare, which started on October 1.  Today’s health and wellness fair at San Francisco State University featured information booths hosted by healthcare advocates and providers to help people navigate and benefit from Obamacare.

“California stands at a crossroads,” said Ting.  “Millions of our fellow citizens are now eligible for health insurance but they won’t be covered unless we seize the moment and help each other.  We all know someone without insurance or enduring inadequate care.  People need to know the facts so that no one falls through the cracks.”

Gov. Brown Signs Bill to Provide Tax Fairness for Same Sex Couples

SACRAMENTO, CA –  Governor Jerry Brown signed legislation authored by Assemblymember Philip Y. Ting (D-San Francisco) to provide tax fairness for same sex couples after the United States Supreme Court overturned the federal Defense of Marriage Act (DOMA) and Proposition 8.

“Same sex couples in California can finally choose marriage but our tax policy penalizes them for being unable to marry until now,” said Ting. “This new law is the first of its kind to ensure that all couples are taxed equally by the state, regardless of who they love.  It also provides same sex couples a window of time to transition to marriage, which shows California’s commitment to fairness for its lesbian, gay and bisexual residents in spite of continued federal discrimination.”

Ting Legislation on Piers 30-32 Restoration & Warriors SF Arena Plan Signed by Governor

Sacramento – Legislation by Assemblymember Philip Y. Ting (D-San Francisco) that will help transform 13 acres of polluted and nearly unusable San Francisco waterfront at Piers 30-32 into a world class public attraction – if local and state regulatory approval is granted to the project – was signed into law by Governor Jerry Brown today.

The bill, AB 1273, authorizes the State Lands Commission to approve a proposal that would privately finance restoration and revitalization of the property by the Golden State Warriors, and includes construction of a new arena for the franchise.  The measure further specifies that any such project must provide significant public access and public amenities.

Ting Bill will Keep Business Districts in Business

Sacramento – Assemblymember Philip Y. Ting (D-San Francisco) today passed a bill that protects vital Business Improvement and Tourism Marketing Districts throughout California. The bill now heads to the Governor’s desk.

“This bill protects a decades-long practice of businesses banding together to share the costs or marketing, promotions and other business-generating activities,” Ting said today. “These business-run associations play a vital role in promoting California’s $2 trillion economy, especially our tourism industry.”

Tax Breaks for Urban Farms Bill Goes to Governor

Sacramento – A bill by Assemblymember Philip Y. Ting (D-San Francisco) to give property tax breaks to owners of vacant or blighted property who allow urban farming on their land earned final approval in the legislature today, and now heads to the Governor’s desk for signature.

The bill, AB 551, allows localities in urban areas with a population of 250,000 or more to offer reduced assessed values to property owners who transform their properties into urban farms. It passed concurrence in the state Assembly today with strong bipartisan support.

Senate Passes Ting-Gomez Bill to Keep Guns Away from Children

Sacramento – Gun owners will be held criminally responsible for not adequately storing their weapons outside of the reach of children under a bill by Assemblymembers Philip Y. Ting (D-San Francisco) and Jimmy Gomez (D-Northeast Los Angeles) that was passed today by the California State Senate.

“Ignorance is no excuse,” Assemblymember Ting said.  “Gun owners must be responsible for ensuring there is no way curious children can get their hands on deadly weapons. It is a serious responsibility and there should be real accountability.”

California Streets Safer for Senior Pedestrians Under Ting Bill Signed By Governor

San Francisco – Communities across California will have an easier time making their local streets and roads safer for senior citizens under a bill signed into law Friday by Governor Jerry Brown. AB 707 by Assemblymember Philip Y. Ting (D-San Francisco) allows local governments to access funding from the Pedestrian Safety Account in the State Transportation Fund for placement of “SENIOR” pedestrian warning signs near senior centers and other areas primarily used by seniors.

“Inexplicably, state law made local governments find private sources of funding before senior pedestrian warning signs could be required near intersections frequented by seniors,” Ting said. “In the past, it was easier to place wildlife crossing signs than proper warnings to protect older Californians. My bill is a modest change to state law that will encourage more cities and counties to take advantage of their ability to limit speed to 25 mph near places where seniors are seeking medical, recreational and other services.”

Ting Legislation Aiding Tourism Industry Advances

Sacramento - Assemblymember Philip Y. Ting (D-San Francisco) won support for legislation today that would protect California’s tourism industry by ensuring the viability of Tourism Marketing Districts (TMDs) and other Business Improvement Districts (BIDs).  The measure, AB 483, passed the Senate Governance and Finance Committee on a bi-partisan vote of 7 – 0.

TMDs and BIDs have been critical to the success of the tourism industry, especially during the recent economic downturn when support for this industry --that previously was provided by local governments – dried up due to budget constraints.  However, the 2010 passage of voter-approved Proposition 26 created potential legal uncertainty over these Districts’ ability to privately fund tourism marketing and promotional activities.
