AB 486 Would Provide a Substantial Tax Incentive to Manufacturers Making Location Decisions or Considering Expansion in California

Sacramento - Assemblymember Mullin’s legislation (AB 486) will exempt California’s remaining manufacturers from sales tax on equipment used for manufacturing and research and development. The intent of the bill is to put California businesses on equal footing with other states and help revitalize manufacturing in California. The bill passed unanimously on a 9-0 vote of the Assembly Revenue and Taxation committee.

“Nearly every other state in our nation exempts equipment used for manufacturing from sales and use taxes,” said Assemblymember Mullin. “This puts California’s manufacturers at a distinct disadvantage.”

ACA 7 will allow 17 year olds to vote in a primary election if they are 18 by the general election

Sacramento – Assembly Constitutional Amendment (ACA) 7 passed out of the Assembly Election and Redistricting Committee today on a vote of 5 to 2.

ACA 7, which is supported by the League of Women Voters of California, will allow 17-year-olds to vote in primary elections if they will be 18 years old by the general election.

School safety plans are required by law but state funding to allow districts to have up-to-date planning and training opportunities may go away.

Technically, it would be distributed in a different way. But some think the change is one that shouldn’t happen. Under Gov. Jerry Brown’s Local Control Funding Formula for schools, many categorical designations for money will be done away with. Instead, the money would be given to districts through a per-pupil formula.

Bill Promotes Awareness of Whistleblower Protections for State Employees and the Public

Sacramento – The California Whistleblower Protection Act establishes a process for state employees to report improper governmental activities or make anonymous tips to the State Auditor about government waste, fraud, or abuse. The act also prohibits retaliation or reprisal against a state employee or member of the public for filing such a report.

Mullin’s bill will promote awareness of this process and the protections provided to whistleblowers to both state employees and the public. Even though the public may file such complaints, they are generally not made aware of the existence of the whistleblower program through the most visited state websites.

SACRAMENTO - Assembly Bill 524 by Assistant Speaker pro Tem Kevin Mullin passed the Assembly Public Safety Committee today on a vote of 5 to 2.

The bill removes ambiguity in the law and strengthens human rights protections for immigrants by including threats to report a person’s immigration status in the definition of extortion.

The Assistant Speaker pro Tem is collaborating with the State Superintendent of Public Instruction on a bill to preserve funding for school safety plans and new teacher training.

Sacramento - Assemblymember Kevin Mullin has drafted legislation to keep kids safe and ensure our newest teachers receive first-rate training as they begin their careers. Assembly Bill 470 (AB 470) will strengthen the Beginning Teacher Support and Assessment (BTSA) program, an induction program the helps new teachers navigate state requirements. It also preserves the critical School Safety Consolidated Competitive Grant, which provides expert crisis response training to school districts.

“I agree with the governor’s budget proposal to give more funding control to local school districts, but there are programs we can’t afford to lose,” said Assemblymember Mullin. “By protecting two vital programs, AB 470 maintains high caliber preparation for new teachers while keeping kids safe at school.”
