Assemblymember Mullin Releases Statement and Budget Overview

This budget takes some very positive steps for the state of California. Even though we did the fiscally responsible thing and went with the Governor’s lower revenue estimates and left a significant reserve, we were able to move the state forward. We are restoring some cuts from previous years including basic dental care for the poor and replacing some childcare funding for working families. We are also going to keep university tuition hikes in check and provide additional financial aid with the Speaker’s middle class scholarship program.

Redevelopment Dissolution Legislation Passes Assembly with Strong Bipartisan Support

Legislation Ensuring that Cities Get Clear Answers from Department of Finance Regarding Redevelopment Projects Passes Assembly with Strong Bipartisan Support

SACRAMENTO - AB 564 provides additional certainty to cities and all other public and private entities that benefits offered by a finding of completion from the DOF can be relied upon. AB 564 removes uncertainties, avoids confusion and litigation, and allows remaining projects to go ahead with certainty.

In the chaos that resulted from the dissolution of over 380 redevelopment agencies, cities have found themselves attempting to comply with the statutory dissolution provisions only to confront inconsistent treatment by the Department of Finance (DOF). As a result, over 100 lawsuits have been filed against DOF by successor agencies.

Bill Protects Vulnerable Workers from Extortion

SACRAMENTO - Assembly Bill 524 by Assistant Speaker pro Tem Kevin Mullin passed out of the Assembly with bipartisan support.

The bill removes ambiguity in the law and strengthens human rights protections for immigrants by including threats to report a person’s immigration status in the definition of extortion.

Manufacturing Tax Reform Bill Passes Revenue and Taxation Committee with Bipartisan Support

AB 486 Would Provide a Substantial Tax Incentive to Manufacturers Making Location Decisions or Considering Expansion in California

Sacramento - Assemblymember Mullin’s legislation (AB 486) will exempt California’s remaining manufacturers from sales tax on equipment used for manufacturing and research and development.  The intent of the bill is to put California businesses on equal footing with other states and help revitalize manufacturing in California. The bill passed unanimously on a 9-0 vote of the Assembly Revenue and Taxation committee.

“Nearly every other state in our nation exempts equipment used for manufacturing from sales and use taxes,” said Assemblymember Mullin. “This puts California’s manufacturers at a distinct disadvantage.”

Bill to Engage Youth Vote Passes First Policy Committee

ACA 7 will allow 17 year olds to vote in a primary election if they are 18 by the general election

Sacramento – Assembly Constitutional Amendment (ACA) 7 passed out of the Assembly Election and Redistricting Committee today on a vote of 5 to 2.

ACA 7, which is supported by the League of Women Voters of California, will allow 17-year-olds to vote in primary elections if they will be 18 years old by the general election.

Bill to Preserve School Safety Program Passes Committee with Bi-Partisan Support

Legislation Seeks to Protect the School Community Violence Prevention Training Program

Sacramento - Assemblymember Mullin’s bill AB 470 passed out of the Assembly Education Committee with nearly unanimous bipartisan support with a vote of 6-0. AB 470 is intended to protect “categorical” funding for the development of school safety plans. These plans are developed by education experts in conjunction with law enforcement officers and make sure that school staff and administrators are adequately prepared to address violence and disasters at public schools.

“In light of the Sandy Hook shooting and other violent incidents in California and the country, it is imperative we do everything we can to ensure our schools are prepared for crisis situations,” said Assemblymember Mullin.

Legislation to Encourage Whistleblowers to Report Waste Passes Assembly Judiciary Committee with Bipartisan Support

Bill Promotes Awareness of Whistleblower Protections for State Employees and the Public

Sacramento – The California Whistleblower Protection Act establishes a process for state employees to report improper governmental activities or make anonymous tips to the State Auditor about government waste, fraud, or abuse. The act also prohibits retaliation or reprisal against a state employee or member of the public for filing such a report.

Mullin’s bill will promote awareness of this process and the protections provided to whistleblowers to both state employees and the public. Even though the public may file such complaints, they are generally not made aware of the existence of the whistleblower program through the most visited state websites.

Assemblymember Mullin Introduces Education Bill to Save Two Critical Training Programs

The Assistant Speaker pro Tem is collaborating with the State Superintendent of Public Instruction on a bill to preserve funding for school safety plans and new teacher training.

Sacramento - Assemblymember Kevin Mullin has drafted legislation to keep kids safe and ensure our newest teachers receive first-rate training as they begin their careers. Assembly Bill 470 (AB 470) will strengthen the Beginning Teacher Support and Assessment (BTSA) program, an induction program the helps new teachers navigate state requirements. It also preserves the critical School Safety Consolidated Competitive Grant, which provides expert crisis response training to school districts.  

“I agree with the governor’s budget proposal to give more funding control to local school districts, but there are programs we can’t afford to lose,” said Assemblymember Mullin. “By protecting two vital programs, AB 470 maintains high caliber preparation for new teachers while keeping kids safe at school.”
