Backed by the cities of Santa Monica and West Hollywood, Assemblymember Rick Chavez Zbur, Santa Monica Rent Control Board Chairperson Anastasia Foster, and West Hollywood officials, the legislation modifies the Costa-Hawkins Rental Housing Act.
