Governor Jerry Brown yesterday afternoon signed AB 1386 by Assembly Member Steven Bradford (D-Gardena). The bill, which takes effect January 1, aims to increase the number of businesses owned by women, minorities, and disabled veterans who contract with California’s largest cable and satellite providers.
"We have a very diverse state with many talented businesspeople from across the spectrum," Bradford said. "But that diversity is not always represented in contracts with large corporations. I am glad the Governor recognizes the need to provide a level playing field so all of our entrepreneurs can compete for business."
Government Order 156, which was codified into law in 1986, requires utilities under the jurisdiction of the California Public Utilities Commission (CPUC) to report on procurement with diverse businesses. AB 1386 asks cable and satellite providers operating in the state to voluntarily adhere to those same standards. The bill also requires the CPUC to publish those reports on its website.
"We have shown in the past that diversity goals work," Bradford continued. "I hope the cable and satellite operators recognize the benefit to their own businesses, as well as to California, that this bill represents."
Under GO 156 California utilities have increased procurement of women, minority, and disabled veteran-owned businesses by 300%.
AB 1386 passed the Assembly and Senate on bipartisan votes in August.
