Statement by Assemblymember V. Manuel Pérez
(SACRAMENTO) – State Assemblymember V. Manuel Pérez (D-Coachella), who opposed the RDA elimination/opt-in bills and was a lead author of AB 1250 to reform rather than eliminate the program, made the following statement in response to yesterday’s State Supreme court ruling:
“Yesterday’s ruling places local governments in a very tough situation and represents a big loss for communities where RDA has helped to address blight and promote local economic development, while creating a funding stream for affordable housing. During the 2011 budget process I cautioned that certain budget proposals would disproportionately harm rural and disadvantaged communities, and I voted against the RDA elimination bills, advocating instead for reform. This court ruling leaves many questions unanswered related to how local jurisdictions pursue business development and poverty alleviation. It’s important that we empower local governments to support the development of affordable housing and vital business districts while addressing the issues that others cited when proposing the elimination of the RDA program. As a first step, I’ll be touching base with our local RDAs and civic leaders, as well as other community stakeholders to discuss the implications of the ruling and how we move forward.”
