Sacramento – Assembly Speaker John A. Pérez’s (D-Los Angeles) AB 46 passed through the Senate Governance and Finance Committee today. Pérez’s legislation, would establish a process for disincorporating any city with a population of fewer than 150 people. AB 46 previously passed through the Assembly with bipartisan support. The City of Vernon, which has a decades-long history of corruption allegations, indictments and convictions for offenses including voter fraud, could be disincorporated under this legislation. “I am pleased the Senate Governance and Finance Committee has approved AB 46. The unparalleled level of corruption in Vernon is intolerable, and AB 46 creates a pathway to end that corruption permanently,” Speaker Perez said.
