SACRAMENTO – Assembly Speaker Toni G. Atkins (D-San Diego) released the following statement regarding the University of California further limiting enrollment of California students:

“As someone who has pushed for increased state funding for higher education, I am frustrated over UC’s latest attempt to use students as bargaining chips by agreeing to admit 2,000 new out of state students, but threatening to limit the enrollment of new California students. Proposing a cap on out of state students at two UC campuses, while increasing out of state enrollment overall, does not solve the problem. UC’s job is to educate California students, not waitlist them.

“I am concerned that UC has lost sight of its mission to provide a high-quality education for the California students whose families built and pay for the university.

“Over the past seven years UC’s core spending has increased 27%, while the enrollment of California undergraduates rose only 4%. Between 2007 and 2013, the number of UC employees making over $200,000 doubled.

“UC’s explanations and transparency about their spending priorities have been lackluster, at best. President Napolitano’s appearance today before the Assembly Budget Subcommittee on Education Finance has done nothing to improve that record. California students and their families deserved to hear from President Napolitano what specifically among UC’s $7 billion in existing resources, including overhead, executive compensation, housing, and other perks, UC prioritizes over admitting California students and keeping their tuition at current levels.

“As the budget process moves forward, the Assembly is committed to ensuring UC remains affordable and open for California students.”

Speaker Atkins previously announced a plan that would reject proposed fee increases for in-state students at the UC and instead provide UC with additional state funding coupled with greater UC efficiencies, higher enrollment of California students, a cap on out-of-state-students and an accelerated, reasonable fee increase for out-of-state students in line with other universities.
