SACRAMENTO – Assemblymember Kevin McCarty (D-Sacramento) has introduced Assembly Bill 2927, a measure to guarantee personal finance education for all California high school students. AB 2927 will require California high schools to provide a one-semester, stand-alone course in personal finance to all students as a graduation requirement.
“Financial literacy is a necessity for California students. Most go into college or the workforce without any knowledge of personal finance,” said Assemblymember Kevin McCarty. “This is a time where young people are bombarded with credit card offers which can lead to thousands of dollars in debt. Taking a finance class in high school can help students make smart money decisions that will benefit them throughout their adult life.”
A Tyton Partners report recently found that the lifetime benefit for students taking a one-semester high school personal finance course is $127,000. The report also found that guaranteeing personal finance education in high school can positively impact the economic development of a state and positively impact the financial security of future generations.

High school students would be required to complete one semester course of a financial literacy class. This course could be an already existing finance class that meets the A-G requirements of the University of California and the California State University, or a locally developed class approved by the school district or charter school.
Schools will be required to offer a personal finance class stating the 2026-27 school year, with it becoming a graduation requirement starting with the class of 2030.
