Since Californians have helped "flatten the curve" during the Stay-at-Home Order, the state is preparing for the next stage of reopening. The four-stage framework will allow for the gradual reopening of lower-risk businesses and public spaces while continuing to preserve public health.

Now Open - Stage 1

STAGE 1: Safety and Preparedness

  • Continue to build out testing, contact tracing, PPE and hospital surge capacity
  • Making essential workforce environments as safe as possible
  • Prepare sector-by-sector safety guidelines
Now Open - Stage 2

STAGE 2: Lower Risk Workplaces

  • Retail (ie: curbside pickup)
  • Manufacturing
  • Offices (when telework is not possible)
  • More public spaces

STAGE 3: Higher Risk Workplaces with Modifications

  • Personal care (hair and nail salons, gyms)
  • Entertainment venues (theaters, sports without live audiences)
  • In-person religious services (churches, weddings)

Frequently Asked Questions

Can local governments reopen quicker within each stage of reopening?
Yes, if a local government can attest that they meet the State’s readiness criteria, they can move more quickly through each stage. They must create and submit a readiness plan which will be publicly available.

What is included in Stage 2?
Expanded retail with curbside pickup and associated manufacturing and supply chains are included during the early part of Stage 2. Some examples include Bookstores, clothing stores, florists, sporting goods with curb-side pickup.

What is NOT included during Stage 2?
Offices (that can telework), seated dining at restaurants, and shopping malls are not open during Stage 2.
